
Michelle De Mooy
Director, Tech & Public Policy, Georgetown University
Michelle De Mooy is director of the Tech & Public Policy program in Georgetown University’s McCourt School of Public Policy. She is a leader in technology policy, focused on ensuring that emerging technologies advance human rights and democratic values.
Before joining the McCourt School, De Mooy led cutting-edge projects for large companies and philanthropic organizations. Projects included copyright guidance, developing the technical and policy framework for a news consortium's shared content and advertising network, creating policy for nonprofit-led governance for digital identity and working with venture capitalists to craft a data ethics assessment tool. She was previously director of the privacy and data project at the Center of Democracy & Technology, where she worked on health privacy, algorithmic bias, drafted federal privacy legislation and lead several working groups on key issues. She’s also testified before Congress and other regulatory bodies on digital liberties-related issues and managed a team of lawyers and technologists shaping policy and governance around emerging technologies.
De Mooy’s published research has examined how social technologies are designed and governed, new frameworks for data regulation, bias in the algorithms that power health apps, data sovereignty, privacy self-management, and investments in the digital “trust” marketplace. She has spoken at events like SXSW, RightsCon and the Internet Governance Forum and testified before the Federal Trade Commission and the European Parliament. De Mooy has also contributed to media outlets including The New York Times, NPR, The Washington Post and CNN.
As Director of the Tech & Public Policy program, De Mooy is building initiatives that fund, facilitate and further important tech-related research and projects, turn them into policy impact. Current projects include reimagining tech policymaking, a research collaboration with social media network MeWe, and an AI Policy Lab.
